Russia fully halts international flights amid coronavirus

The ban does not refer to cargo, postal, sanitary and humanitarian shipment.

MOSCOW, March 27. /TASS/. Russia has fully suspended regular and charter international flights since Friday and airlines will only perform flights to bring Russians back home, according to a decision announced by the board of the government’s coordination council.

The move comes amid the novel coronavirus pandemic declared by the World Health Organization and its rapid spread in 170 countries in the world, including Russia.

A spokesperson for the Russian Federal Air Transport Agency noted that the ban on performing flights from Russia overseas did not refer to cargo, postal, sanitary and humanitarian shipment.

Russia started suspending international flights since February 1. The restrictions were introduced in several stages. At first flights were limited to China, South Korea and a number of other countries, and then to Spain, Italy, Germany and France. In a few days, flights to entire Europe were banned. The most massive ban on flights was announced on March 23, targeting 95 countries. In all cases, flights were allowed only from Terminal F of Moscow’s Sheremetyevo Airport to the capitals of the closed countries.

Until recently, Russia’s flagship carrier Aeroflot continued regular flights to several capitals. Earlier, Aeroflot told TASS that the restrictions concerned 92 out of 94 international routes of the airline. Aeroflot evacuated more than 52,000 people on March 14-25 to Russia.

Russia’s second largest airline S7 earlier fully halted its international flights but it still continues flights to evacuate citizens. Russia’s airlines Pobeda and Utair have fully stopped international flights. The country’s major charter airline Azur Air earlier reported that it would stop sending Russian tourists overseas from March 22 until April 20.

Putin to address nation on coronavirus

Putin has cancelled his flight to St. Petersburg.

MOSCOW, March 25. /TASS/. Russian President Vladimir Putin will deliver his address to the Russian citizens over the coronavirus on Wednesday, Kremlin Spokesman Dmitry Peskov told reporters.

The address will be broadcast on television at 3 p.m. Moscow Time.

"Today the president’s schedule was changed: he is canceling his flight to St. Petersburg to stay in Moscow. Now he is working and in the coming hours he will complete the work on the text of his address to the citizens," Peskov said.

The Kremlin spokesman explained that this decision was made after an hours-long meeting on Tuesday on the epidemiological situation and a meeting with the leadership of the government, the Central Bank and the presidential administration to discuss support for citizens and national economy amid "the challenging global economic situation caused by the coronavirus outbreak."

"Now the president is completing the work on the address, it will be broadcast on television in the coming hours," Peskov noted.

Earlier, Putin was scheduled to pay a working visit to the Northwestern Federal District. "Tomorrow we are still planning to go to St. Petersburg, the program for tomorrow will be fulfilled there," Peskov said.

Putin is planning to take part in the G20 leaders’ video conference on the coronavirus on Thursday, Peskov told reporters. The event will be held at the initiative of Saudi Arabia, which is presiding over the G20.

The coronavirus outbreak was recorded in central China in late December 2019. More than 160 countries have been hit by this infection, which was labeled as a pandemic by the World Health Organization in March 2020. Russian military experts deployed to Bergamo to aid Italy in fight against COVID-19

Bergamo is one of the epicenters of the COVID-19 outbreak with a record number of infections and deaths in Italy.

MOSCOW, March 24. /TASS/. Russian military virologists and epidemiologists will be first deployed to Italy’s Bergamo, the Russian Defense Ministry informed reporters.

"On the outcomes of the consultations, it was decided that Russian military experts experienced in combating epidemics caused by dangerous infectious diseases all over the world would begin their work from Italy’s Bergamo. Currently, military officers are approving the 600-km route, preparing the equipment for the move," the ministry noted.

Bergamo, a city in northern Italy (the province of Lombardy) is one of the epicenters of the COVID-19 outbreak in Italy with a record number of infections and deaths in the country.

Under the order of Russian President Vladimir Putin, the Russian Defense Ministry sent several military jets to Italy that transported virologists, epidemiologists and the necessary equipment to the country. According to the ministry, the group includes specialists who directly took part in fighting outbreaks of African swine fever, as well as developing vaccines against Ebola and the plague. The planes also delivered mobile stations for aerosol disinfection of transport and territories and medical equipment.

A pneumonia outbreak caused by the COVID-19 virus (previously known as 2019-nCoV) was reported in China’s city of Wuhan, a large trade and industrial center with a population of 11 million, in late December 2019. Cases of the new coronavirus have also been reported in more than 190 countries and territories, among them Russia, which documented 495 cases as of March 24. According to recent data, novel coronavirus cases across the globe have exceeded 390,000, with about 17,000 deaths. The World Health Organization (WHO) has officially described the situation with the novel coronavirus as a pandemic.

Russia’s advanced radar in Kaliningrad to monitor entire territory of Europe — source

The first Konteiner radar went on combat duty in the Volga area region of Mordovia on December 1, 2019.

MOSCOW, March 19. /TASS/. Russia’s Konteiner new-generation over-the-horizon radar, capable of tracking launches of cruise and hypersonic missiles at the distance of up to 3,000 km, will be deployed in Russia’s Baltic exclave of Kaliningrad to cover the entire territory of Europe, including the United Kingdom, a defense industry source told TASS on Thursday.

The first Konteiner radar went on combat duty in the Volga area region of Mordovia on December 1, 2019.

"The second Konteiner radar will be deployed in the Kaliningrad region. Several potential sites are now being considered," the source said.

He did not elaborate on when the radar will enter service, saying only that "the radar is planned to be deployed in the short-term perspective."

"The second radar will complement the first one, which entered service in Mordovia, and will be capable of monitoring the entire territory of Europe, including the United Kingdom," the source said. "Moreover, data coming from both stations will be combined to increase precision."

The Russian Defense Ministry said last December that Russia would set up a continuous radar field around its borders. The new system will comprise Konteiner new-generation over-the-horizon radars, based on the principle of receiving radio signals reflected from the ionosphere. Those radars are capable of tracking a mass take-off of combat aircraft, the launch of cruise missiles or hypersonic weapons at the distance of up to 3,000 km. Among other locations, Russia plans to deploy Konteiner radar stations in the Arctic region.

By now, Russia has set up a continuous radar field of its missile early warning system. It integrates Voronezh-type radar stations, which are designated to track the launches of ballistic missiles towards Russian territory.

MH17 investigative team considered breach of Russia’s sovereignty – document

Аccording to the document published by Bonanza Media, representatives of the Netherlands Public Prosecution Service "put forward the question about the breach of Russia’s sovereignty through the approach of witnesses" who most probably reside in the Russian Federation, without informing the countrie's authorities.

THE HAGUE, March 8. /TASS/. The Joint Investigative Team (JIT), which probes the downing of the MH17 flight in Ukraine, considered a possibility of the breach of Russia’s sovereignty through the approach to witnesses, according to the document published on Saturday by Bonanza Media, a platform for independent journalists.

The 13-page minutes of the JIT field office meeting in the Dutch city of Driebergen on January 25, 2018 says that representatives of the Netherlands Public Prosecution Service "put forward the question about the breach of Russia’s sovereignty through the approach of witnesses who most probably reside in the RF [the Russian Federation - TASS], without informing the RF authorities."

In response, the Belgian representative stated that it "is not a problem for Belgium." The Ukrainian representative added that he "doesn’t see an issue with that but he has to discuss this point first." Next, the discussion focuses on "luring the witness" and then on "interviewing suspects in RF, without the authorities being informed and involved."

"The newest document gives you an insight in how they think and how the field office of the JIT with the countries communicate together and what keeps them busy. I think it was a very interesting insight look. And what they have and what they do not have," Max van der Werff, an independent journalist and a founder of Bonanza Media, said in an interview with TASS.

"Maybe, it is even a little bit funny document. It is funny and sad at the same time. And I think it is an extremely embarrassing document also, so they are going to spin it away like others, [saying] there is no solid information," he added.

"It is all on the record what they say about breaking Russian law by luring witnesses, not informing the Russian Federation. They openly say they do not care about the Russian law. They are ready to break the law to find evidence," he said.

Unfiltered discussions

In the meantime, Yana Erlashova, an independent journalist and a co-founder of Bonanza Media, pointed out that the document is interesting from another point of view. For instance, "the Dutch say that they are not happy with Ukrainians because they have not been helpful enough, that the SBU [Ukraine’s Security Service - TASS] is basically doing nothing."

"And at the same time they say that they depend solely on the SBU providing information with witnesses," she added.

"The SBU is the only one that can do investigations [in Ukraine] and there is nobody from the SBU working on the investigation." Max van der Werff added. "And they still do not have enough evidence. How is this possible? I think that the Dutch parliament will ask questions."

"There is another important moment in the document when they discuss radar data speaking about three radar plots," Erlashova went on to say.

"Along with this, they say that they would not study them to avoid confusion. Those [radar plots] could be parts of a missile or even debris of an aircraft. They do not even mention that those radar plots might be military aircraft. They prefer ignoring the issue whatsoever and openly discuss it, saying they should not release that [fact] at all to ‘avoid questions or complot theories in a later stage.’ That is absolutely shocking. It is not clear what the official investigation is busy with," she added.

In the paragraphs about analysis of the radar data received from Russia, the document says that "there is no evidence of data manipulation." Nevertheless, the Dutch investigators suggested that the radar findings should be used in the JIT advantage "by using the media." They also want to push for murder, but not manslaughter, the journalists said.

Malaysian representatives were not present at the meeting and that issue was not even discussed. Malaysia was mentioned once when "luring witnesses" from Russia was touched on.

Other numerous documents

According to the independent journalists, they have other documents, but they will publish later.

"We have a lot of other materials. We are proceeding with our investigation. We are going to make other reports and everything once we have facts checked. We’ll see what they bring up in court, to see what they have. We are pretty much sure that we have a lot of materials to counter," Erlashova said.

Speaking about their goal, van der Werff pointed out that he does want to find out what really happened.

"We want to have the whole story. We want to check all the public evidence and we want to find evidence that is not public," he said. "We are very angry that the Western press and the whole propaganda system are so preoccupied against Russia. It is unfair," he added.

"It would be beautiful," the journalist said when asked if their activity could turn the tide. "It has been proven in history that a few people can make the difference."

MH17 crash and probe

The Boeing-777 passenger plane operated by Malaysian Airlines crashed in eastern Ukraine on July 17, 2014, while en route from Amsterdam to Kuala Lumpur. A total of 298 people, citizens of 10 countries, were killed in the crash. The parties to the armed conflict in Donbass traded blame over the tragedy.

Despite active combat actions, Kiev did not close airspace over Donbass for international passenger flights. The Joint Investigation Team (JIT) was set up to investigate the tragedy, consisting of representatives from Australia, Belgium, Malaysia, the Netherlands and Ukraine.

In June 2019, the JIT said it had identified four individuals suspected of being involved in the MH17 crash. They are three Russian nationals Igor Girkin, also known under the nickname of Strelkov, Sergei Dubinsky, Oleg Pulatov and a Ukrainian national, Leonid Kharchenko. The trial is scheduled to begin in the Netherlands on March 9. Russia’s authorities have repeatedly voiced doubt over the JIT’s findings, pointing to the lack of evidence and its reluctance to take into account Moscow’s conclusions made during the investigation.

Number of Ukrainians moving to Crimea grows by 17% over past year

Crimea received more than 7,700 immigrants from Ukraine in 2019.

SIMFEROPOL, March 7. /TASS/. Crimea received more than 7,700 immigrants from Ukraine in 2019, a nearly 17-percent increase compared to the previous year, the Crimean Department of the Russian Federal Statistics Service informed TASS.

According to the federal service, 6,622 citizens of the neighboring country moved to the peninsula in 2018, while in 2019 this number amounted to 7,734. Ukrainians account for almost 80% of the total number of citizens of the CIS countries who moved to Crimea. "The number of people who arrived from the CIS countries stands at 9,674," it said.

On the other hand, the number of Ukrainians who have left Crimea has dropped. According to preliminary data, there were 4,600 of them in 2018, while last year that number stood at 3,922.

Speaker of Crimea’s State Council Vladimir Konstantinov said at a meeting with a delegation of foreign media representatives in November 2019 that Crimea had received about 170,000 people, including 50,000 Ukrainians, since its reunification with Russia.

The Republic of Crimea and Sevastopol, a city with a special status on the Crimean Peninsula, where most residents are ethnic Russians, refused to recognize the legitimacy of the authorities in Kiev who seized power amid riots that sparked a coup in Ukraine in February 2014.

Crimea and Sevastopol adopted declarations of independence on March 11, 2014. They held a referendum on March 16, 2014, in which 96.77% of Crimeans and 95.6% of Sevastopol voters chose to secede from Ukraine and join Russia. The Russian president signed the reunification deals on March 18, 2014. Despite the convincing results of the referendum, Kiev refused to recognize Crimea as part of Russia.

MOSCOW, March 2. /TASS/. Russia is not going to fight against anyone and it is laying the groundwork so that other countries, too, will not have the slightest urge to unleash an armed conflict with Moscow, President Vladimir Putin has said.

"We are not going to fight against anyone. We are going to create conditions so that nobody wants to fight against us," Putin told TASS in an interview for the project entitled "20 Questions with Vladimir Putin".

Putin recalled that as far as defense spending goes, Russia ranked seventh in the world, trailing the United States, China, Saudi Arabia, Britain, France and even Japan.

"Moreover, our annual expenditures are falling. In contrast, other countries’ [military] spending has been rising," he added.

He pointed to a unique situation where Russia was no longer lagging behind from the standpoint of its defense capabilities.

"For the first time, we have created such offensive strike systems which the world has never seen. Now they are chasing after us trying to catch up. This is a unique situation. This has never happened before," Putin emphasized.

He explained that in the first place he was referring to the newly-created hypersonic attack systems, including inter-continental ones.

Also, he recalled that back in 2000 the Russian army had a strength of 1.3 million, but now it was a little over 1 million and the share of top-notch operational equipment had soared to nearly 70% from 6%.
